Steel mill, distributor, and shop: what is the difference?
All three sell rebar, but they play different roles in the supply chain.
Steel mill
A steel mill turns raw material into billets and then rolls them into reinforcing bars in a rolling mill. A mill with its own melt shop controls chemical composition from the start. Only the mill can issue genuine mill certificates for each production batch and hold the SPPT-SNI certificate for its products.
Distributor

Building materials shop
Shops sell per bar for houses and renovations. They are convenient for small needs but usually cannot show batch-level quality documents.
Each has its place. What to avoid is paying for a mill guarantee while receiving goods from an intermediary that cannot show their origin. A simple question sorts this out: who issues the mill certificate for this material, and does the name on it match the rolled marking on the bar? If the answer is vague, you are probably not dealing with the mill.

When does buying directly from the mill make sense?
Buying direct suits you best when your requirement is counted in tonnes rather than bars. The example below uses the weight per 12-metre bar from the SNI formula (0.006165 × d² kg/m).

Assumptions: a low-rise building with D16 and D13 main bars and D10 stirrups; bar counts taken from the drawing schedule, excluding cutting waste. A requirement of this size is worth discussing directly with the mill, because you can ask for one consistent grade, phased deliveries that follow your concrete pours, and quality documents traceable to the production batch.
On the other hand, if you only need a few hundred bars across many diameters, a distributor is usually more practical because the stock is ready for pickup.
Documents to request from the mill
- SPPT-SNI certificate in the manufacturer's name, proving the product may carry the SNI mark.
- Mill certificate per batch, showing tensile strength, yield strength, elongation, and chemical composition. See our guide to reading a mill certificate.
- Bar markings: the manufacturer's identity, diameter, and grade must be rolled onto the bar and match the documents.
- Delivery note listing diameter, bar count, and batch number, so material on site can be matched to the mill certificate.
How to make sure you are dealing with the actual mill
- Match the company name on the quotation with the SPPT-SNI holder.
- Check that the rolled marking on the bar matches the manufacturer on the mill certificate.
- Ask for an official quotation on company letterhead, not just a chat message with a number.
- Weigh a few sample bars on arrival; weight well below the SNI table is a sign of undersized bars.
